Ms. Manning is the Founder & President of Council Oak. She has over 30 years of collaboration and public engagement experience nearly all related to public policy topic areas focusing on natural resources and built and natural public infrastructure in the U.S. and internationally. She has an interdisciplinary background in facilitation and public involvement, natural resources policy and analysis, multi-jurisdictional problem-solving, conflict-management, communications, and social science and policy research. Her work has focused on improving communication of public policy topics in order that public agencies, land managers, civil society and the public and private sectors can more actively and transparently engage in protecting and managing the natural environment.
Ms. Manning has worked with a variety of audiences from high-level federal government officials to business leaders, to subsistence farmers. Her communication and facilitation style consistently reflects the richness of these multiple viewpoints and values in any issue in which she is engaged. She has extensive experience supporting interagency committees and specializes in complex scientific and technical dialogues, including extensive interface and public involvement with both civil society and tribal nations.
Ms. Manning has an M.S. degree in Natural Resource Policy and Behavior from the University of Michigan and an A.B. in Psychology from Colgate University. She was a U.S. Peace Corps Volunteer in Mali, West Africa.
