Ed is a Water Resources Engineer and since 2008 has served as a Technical Expert to the Federal Emergency Management Agency (FEMA) in support FEMA’s role to manage the National Dam Safety Program. Ed was the primary author of FEMA P-946 ‘Guidelines for Standard Approaches to Inundation Mapping of Flood Risk Associated with Dam Incidents and Failures” and currently assists FEMA implement the High Hazard Potential Dam Rehabilitation Grant Program.
