Mr. Kevin B. McDonald is the Director of Loan Operations for the U.S. Army Corps Water infrastructure Financing Program. Kevin leads day-to-day operations and direct credit policy for the Corps’ loan program to support the financing needs of water resources infrastructure projects across the US.
Kevin has extensive experience building Federal credit programs—including in underwriting, legal negotiation, portfolio management, and credit policy. He began his Federal career at the U.S. Department of Transportation ‘s TIFIA loan program as senior portfolio manager, where he responsible for the oversight and restructuring needs of $9.5B in credit assistance. He then joined the newly established WIFIA loan program at the Environmental Protection Agency as the program’s senior underwriter and credit policy advisor. Kevin was personally responsible for closing nearly 30 of the program’s first 100 loans—including its first loan, first master credit agreement, and first P3 transaction.
He later managed a team of underwriters and portfolio managers as the program’s first Credit Analysis Branch Chief.
Kevin is also very proud to have been part of a small founding team which created the National Museum of Mathematics in New York, NY, which opened to the public in 2012.
He holds a Bachelor of Arts in Public Policy & American Institutions from Brown University and a Masters in Urban Planning from Harvard University.
