Gary Utley is a retired NRCS hydraulic engineer with over 40 years of experience with the USDA Watershed Programs, dam safety, and the design and rehabilitation of dams. He has worked in several positions in Oklahoma including Area Engineer and as the hydrologist on a watershed planning staff during his career. Most of his positions involved hydrologic and hydraulic evaluations of watershed and water resource issues. Gary served as the NRCS Oklahoma State Hydraulic Engineer for over 20 years. He has developed numerous engineering tools and computer programs over his career that have been used within Oklahoma and nationwide. Gary was the primary developer of the National Watershed Benefits Model (NWS-BREP) that is now being incorporated into DamWatch. Gary is currently working part-time for NRCS on issues in the NRCS national deployment of the web-based DamWatch system. Gary was born and raised on a farm in southeastern Oklahoma. He graduated from Oklahoma State University with a B.S. degree in Agricultural Engineering.
